For Clay litter, we recommend to pour enough to completely cover the bottom of the litter pan before adding the litter; add cat litter as usual.     Target Needs to Fix Shipping Problems

Now my other items are covered in a fine dust of litter deoderizer. when will you please institute proper shipping techniques?
