The volume investigates to what extent the international and European Union legal frameworks applicable to Chemical, Biological and Radio-Nuclear (CBRN) events are adequate to face current challenges. It is innovative in many aspects: it adopts an all-hazard approach to CBRN risks, focusing on events of intentional, accidental and natural origin; it explores international obligations according to the four phases of the emergency cycle, including prevention, preparedness, response and recovery; and it covers horizontal issues such as protection of human rights, international environmental law, new technologies, the role of private actors, as well as enforcement mechanisms and remedies available to victims. The book thus offers a new way of looking at the applicable rules of international law in this field.
About the Author
Andrea de Guttry is Full Professor of Public International Law at the Scuola Superiore Sant'Anna in Pisa (Italy), with over 25 years of experience in research and training in the area of disaster management. He is one of the editors of the book International Disaster Response Law (ASSER/Springer Verlag, 2012). Federico Casolari is Associate Professor of EU Law at the University of Bologna, with over 10 years of experience in international and EU disaster law. He is one of the editors of the Routledge Handbook on Human Rights and Disasters (Routledge, 2018) and is member of the Editorial Committee of the Yearbook of International Disaster Law. Micaela Frulli is Full Professor of International Law at the University of Florence. She published extensively in national and international law journals and collected volumes, including a chapter on The Promise of International Criminal Justice: Achievements and Failures in Protecting Human Dignity in the edited volume on Human Dignity and International Law (Brill 2020). Ludovica Poli is Associate Professor of International Law at the Department of Law of the University of Turin. She published extensively on the role of regional organizations in peace and security maintenance, the responsibility to protect and humanitarian intervention and the intersection between human rights protection and bioethics.
