Charged for an item i didnt receive - need resolution on refund

The cashier was supposed to remove item from purchase. I didn’t purchase or receive the item but I was still charged. I called and they told me I had to come into that particular store, tell them I never received the item and they willl issue a refund but I haven’t been able to get to the store. The customer service rep neglected to tell me I could argue it on the app and now i can’t. How do I get refunded for this item?
