Not Good Quality

You sent broken one. Resistance level 1 and level above 10 is same. When going over 20, it makes difference, that is, getting harder. Level 1 is too strong. I need to return this item. In addition, there were some rust spots on it. I wiped them off with my hands while assembling it.
