This listing does state that it is only the cover and 2 pillow shams, and does not include the insert. We're sure if you contact Target directly they'll be able to assist with a refund.

Pattern not as expected
Ordered the gray and white and when I got delivered, it looks nothing like the photo. I thought I was going to get a weathered floral type design like in the photo, but instead it looks like gray paint splatters.
