Q: Can this be assembled to work on the right side of a sink or only the left?
A: It will only work on the left side if you want the upper tier near the wall. The bottom only slides out in that position so turning it around does not permit the bottom basket to slide out.

A: The base does screw in, the screws are provided.

Q: what is the size of the upper basket?
A: I'm also interested in the size of the upper basket. I think the lower basket is probably 12.5"x14.5". The upper basket looks smaller in the photo.
