GARY L. GUERTNER, Director of Research, Strategic Studies Institute, U.S. Army War College, is a former Marine Corps officer and veteran of Vietnam. He also served on the staff of the U.S. Arms Control and Disarmament Agency and as Professor of Political Science at California State University, Fullerton.
