After surviving a suspicious car crash with his fiancée, Bat-Man uncovers a conspiracy involving the Brotherhood--a cult led by the enigmatic Monk and aided by a young Jonathan Crane. As Gotham's elite fall under the sway of fear and isolationist ideologies, Bat-Man discovers the Monk's true identity. With paranoia gripping the city, Bat-Man joins forces with Golden Age Superman to stop the Brotherhood's plan before it spreads beyond Gotham and threatens the nation's future.
