Q: 2 questions. Can this be used with targets 9 Ft cantilever umbrella? How do you secure the wheels when it is windy? Do they lock?

A: No, it cannot be used with a 9-ft cantilever umbrella. Each wheel of the product comes with a brake to secure it in place.

Q: The base doesn't have predrilled holes for the wheels. Am I supposed to drill the holes?

A: Yes, you can use a drill and made your own pre-drilled holes then screwed the wheels in place.
