Outdoor umbrella base rusting

The umbrella holder does a good job of holding the umbrella. I purchased the base in May of this year and by the summer the outside bottom plate began to rust. It left rust stains on our outdoor patio floor. I called customer service and they are going to send me a replacement. My question is, if the bottom plate rust why haven't they come up with a new design to resolve the rust issue. Customer service stated that they will be sending the same part replacement as the original.
