Stretched out water bottle pockets

I bought this because it has 2 water bottle holders but the elastic at the tops of the pockets are just stretched out and floppy. They have no elasticity to them. Water bottles fall out of them. The large pocket on the back doesn't have any closure so items will fall out as well. A piece of velco at the top would have been nice.
