Overpriced, packed poorly

Disappointed in Target for this. First of all, I can't believe they charged $17 for these Jelly Beans. Teeny packages held together with elastics. Not even in a manufacturer's bag. This was most likely a return and who knows where they've been. Packed in a small bubble mailer which did not protect the product.
