Universal tow hitch is a lie

The description says it can connect to tractors and lawn mower through the universal tow hitch and one of the pictures shows the handle is supposed to be that tow hitch but it lied. The handle is not a universal tow hitch. I feel like I got ripped off. That was the whole reason I bought it. The 2 in 1 was the appeal. Now I don't know what to do with this or how to return it since it isnt actually from target.
