Wobbles too much

Going to be returning this. The look of it is beautiful, but even with every screw tightened as much as possible the arch is very wobbly. If we were using for an indoor event I might keep it, but I am not going to risk it for our outdoor wedding. Even if weight is added to the bottom with the water weights it doesn’t stop the wobbling.
